Driftloon is now available in the Wild, It is confirmed that Driftloon is available in the Shiny Form
Event Pikachu is also Available in the Wild and Event Pichu in the 2 KM Egg

No, you do not need to finish it before the end of the event, Japanese Pokemon Go Website clarifies you need to start the Special Research before the event ends.
