To Encounter the Team GO Rocket Leaders you will need a Rocket Detector to find the Spots of Team GO Rocket Leaders Hideouts.
Please note at the time of writing this article Mysterious Components were live only in a few countries (London, Atlanta, Austin, and San Francisco).
Here’s how to get the Rocket Detector:
Rocket Detectors is used to find the Team GO Rocket Leaders Hideout in the interactive Map Mode. Activating the detector will enter a new map mode where you will be directed towards the boss.
Rocket Detectors are consumed after the Leader or the Boss is defeated.
The Fight with the Team GO Rocket Leaders looks similar to the Regular Grunt Battles, The major difference is that the New Leaders will use shields.

It has also been reported that Leaders drop the #1 Pokemon, which have a chance of becoming Shiny.
